This is a petition to the President to eliminate payments of all monetary Federal foreign aid that is not significantly and directly related to national security at any time a federal budget deficit exists.

The United States Government should not be sending taxpayer money to any foreign country, organization, entity or to benefit any non-U.S. Citizen when the money must be borrowed to do so, and is not part of a line item budget approved by Congress.

The ban would not restrict non-monetary humanitarian disaster aid specifically approved by Congress, or aid specifically for U.S. Citizens abroad. This ban would not restrict private citizens, or non-profit charities from sending monetary aid unless funded with Federal taxpayer dollars.
