eliminate all old water rights and allocate a potion of US water rights to American Blacks excludednfor centuries.

We need to abolish all old water rights claims and redistribute the financial benefits of state water.
As we see water controls the economy and water rights were granted back in the 1700's/1800's. Blacks were not able to work - prohibited by law- or own property. If a Black did get property of value it was taken away by whites-usually via violence. White farmers and cattlemen fought for water rights. Now whites claim water rights as their heritage forever. Since the water rights were unfairly obtained, they should expire now and water rights and profits from water rights should be shared by all state citizens. Property acquired illegally is never properly owned by the thieves.
