Water rights claims must be voided and water should become a state asset with water rights owned by the states and the financial benefits of water shared by all US citizens living in the state.
We see water rights are still being fought over. Water is life. Water rights were claimed in 1700's and 1800's when Blacks were prohibited from working, getting an education or owning property by law. If a Black did acquire desirable property, he was forced to give it to whites often by violence or death. Farmers and cattlemen fought for land and water rights - and they killed one another. Since these water rights were illegally acquired, they can never become the rightful property of the thief. Allow the state to have water rights and share the profits with US citizens in state.
