Transfer all oil subsidy funding to the Endowment for the Arts.
America's Symphonic and Operatic organizations are constantly competing for limited funds from private donors. With additional funding available as a result of transferred oil subsidy funds these organizations will be able to provide the outstanding music that the public has come to expect without the worry inherent in the annual fundraising drives.
