I propose we eliminate background checks on all gun sales, and instead require a background check license you can receive from any of your state's Sheriffs. To receive your license, go to a Sheriff's office, pay twenty-five dollars to the state, and get a background check done. If you pass the background check, you receive a temporary paper one; your actual license will arrive within ten days. This license will be valid for five years from date of purchase, and will need to be renewed at the end of the five years. To prevent forgery, it will have a holographic state flag over your photo and a blacklight identification stripe on the back (similar to what's on the hundred dollar bill). To use the card, all you'll need to do it's present it with valid ID at the time of purchase of a firearm.
