Millions of dogs and cats die in shelters everyday. The cost on the states could be dramatically reduced with regulation to prevent unlicensed breeders from indiscriminately breeding animals without sterilization (companion family animals) or contracts for breeding stock sale. This would dramatically reduce puppy mills, back yard breeders and irresponsible pet owners from indiscriminately breeding an animal in a non productive manner, proliferating undesirable genetic flaws across breeds, increasing the amount of inventory higher than the actual demand and indiscriminately on the spot selling to customers unprepared for pet ownership.
