For 2012, the maximum taxable earnings amount for Social Security (OASDI) taxes is $110,100. This makes it a regressive tax. That is, it hits lower-paid workers harder than higher-paid workers. Eliminating this cap and taxing all earnings equally would fix virtually all of Social Security's potential problems without messing with the COLA or raising the full retirement age.
