Eliminate the capital gains tax rate for investors in companies whose employees qualify for government assistance.

Shareholders in large corporations should be forced to choose what type of government assistance they want. They can choose to keep their capital gains tax rate and pay less federal income tax than Americans at similar income levels, if they begin paying a living wage. Alternately, they can pay their tax bill in its entirety and fund the programs that allow the government to pay their employees enough to survive.
