eliminate capital gains taxes on those making under 200,000 or 250,000 for married couples.

Investors with relatively small amounts of capital are at a disadvantage. They must pay commissions which are relatively higher than investors with larger amounts of capital, and are often excluded from many investments that require higher initial amounts of capital. These disadvantages, however, pale in comparison to the disadvantage that small investors face in terms of taxes. Yes, it's true that technically both small investors and large investors have the same top rate, currently at 15%, but investors with sufficient capital have greater access to tax accountants and lawyers which allow them to minimize taxes in a way that investors with smaller amounts of capital cannot. Please consider leveling the playing field by eliminating capital gains taxes for those making under 200,000.
