The organization of the College Board is acting as a monopoly and merits a reform.
It owns both SAT and AP tests, both of which cost money to take the test and to send scores to colleges. While there are some alternatives like ACT the alternative tests aren't as widely accepted. This means that most high school students applying to college are required to use College Board services. The College Board is supposedly a non-profit organization, but it gives twelve of its executive salaries of over $300,000 a year and its CEO earns over $800,000. The score reporting services are often flawed and it takes large amounts of time to correct these mistakes.
Essentially, the College Board needs to be recognized as a monopoly and dealt with appropriately because it has gained too much control.
