Legislators are passing bills contain multiple bills and items that would not pass on their own merit. Most rider bills are unpopular with the people and often support a special interest group or part of an agenda held by a member or members of Congress. Members of Congress are passing bills that are not in the best of the people and do not have the support of the people.
