Continuing resolutions to temporarily fund the Government should be banned. The U.S.Government budget is the foundation for multiple State Government projects, defense R&D, road construction, education, medical research, and law enforcement. If the U.S. Government does not pass a budget, there is a trickle down effect that negatively affects most U.S. households. People curtail spending because the negative effects might affect their job. Defense companies cannot hire employees for new projects because no new project can begin under a continuing resolution. States can't plan road projects, determine how many teachers or law enforcement will be laid off, etc. This results in layoffs in many state governments. The result is the current economy, all because Congress could not perform.
