The DEA is wasteful and a duplication of effort.
For instance we have spent billions of dollars paying people to ride around in helicopters burning expensive fuel to stamp out plants that shouldn't be illegal and wouldn't even be growing on public lands if it weren't for them being illegal.
We're paying huge amounts for people to act as "cowboys" with very expensive toys in order to persecute people who in many cases are otherwise responsible citizens with families and productive jobs until someone comes along and throws them in jail costing them exorbitant amounts in legal fees and sometimes years in prison to no avail.
Marijuana should be legal for those over 18 , laws concerning harder drugs that really are a danger can be enforced by the FBI at the Federal level.
