eliminate the deficit and reduce the national debt by ending Federal government borrowing and capping Federal spending.

Be it that the Federal government is hopelessly out of control and utterly incompetent at managing money and balancing a budget, President Obama should seek a Constitutional amendment that repeals Article 1, Section 8, Paragraph 2 and that caps Federal government spending at 15% of GDP of the prior fiscal year.
