It is well known that when supplies are needed, the government doesn't just buy what it needs, instead it buys in excess of what it will feasibly consume. Require departments of the government to not spend all funds budgeted to them. Penalize those departments that spend more than their budget and reward the departments that keep tight purse strings (at the same time not affecting the effectiveness of their department).
