Currently political, non-profit, and survey organizations are not required to respect the privacy preferences established through the Federal do-not-call database. These exemptions should be eliminated. Ideally one do-not-call registration should cover all unsolicited calls, but an acceptable alternative is separate registrations for each type of exempted call.
