The Federal Government has a responsibility to the nation as a whole; and should therefore be exercising their expenditures towards goods, projects and services that are clearly to the whole. Monies may be transferred to an individual State in the form of a loan, thereby those monies become the responsibility of the subject State who will see to the loan’s dispense, service and guarantee its use and repayment. No taxpayer living in Texas, for example, should assist in sponsoring a private (or public) business venture in Minnesota. Grant monies, educational or developmental, should also be managed on a State level and be assessed and distributed as to the encompassing benefit to that particular State. Interest income realized by the Feds will be reinvested domestically.
