Eliminate Foreclosure Home Sale Prices from Financial Institution Home Mortgage Value Calculations

The overwhelming number of foreclosures have "illegally" impacted the statistics used to generage average home sale prices when assessors value property prior to bank loan approvals. By pulling foreclosures out of the data set we more accurately assess true home values based upon the true market as opposed to the market created by poor management by financial institutions to begin with. So in essence there are two data sets created to help assess value.... those that are 'foreclosed' properties and those that aren't... By the way even the Financial institutions still gain from this approach but it also does not penalize the 'responsible' home owner who has continued to make regular mortgage payments. This is probably not enough space to explain this petition.
