All federal and state elections shall be conducted in election districts created and overseen by citizens selected at random. Creation of all voting districts shall proceed at random from either the northeastern-most, northwestern-most, southeastern-most or southwestern-most point of a state, county or municipal subdivision as determined by the United State Geographical Survey. Selection of persons will proceed equally in all directions from this point without regard to geography, any demographic characteristic or existing political subdivision until the allotted number of citizens is selected for a voting district. The next voting district will begin from the same geographical point originally selected of the remaining territory, until all citizens are allotted to a district.
