Social Security is an insurance program aimed at providing a floor against poverty. To promote the general welfare, everyone should fully contribute to this program. Require all people to fully participate by eliminating the income cap on contributions and applying the contributions to all types of income including that earned through labor and that earned through investments. Means-test payouts. These steps will bring Social Security solvent for current and future generations and will reduce the strain on federal and state resources. Doing this also will provide a greater measure of emotional and financial support to those who need it most due to disability and/or age.
