The government needs to eliminate a national income tax, and begin taxing based on consumption. In reality, the wealthy will stay pay a higher percentage of taxes because they will be spending more, and the poor will be creating a minor percent of tax revenues because they will be spending less. It would eliminate government loopholes and subsidies for large corporations. Everyone would pay their fair share.
