Eliminate income taxes on use of retirement funds to buy home

Many retirees would consider buying a primary or second home but their down payments are in retirement tax-shelters and they currently can't sell their own home. With the goal of getting excess housing inventory off the market, immediately waive Federal income taxes for one year on the use of retirement funds to buy an owner-occupied primary or vacation home. This will allow retirees to participate in solving the problem and restore health to the housing market.
