The jails are clogged with people who are there for using illegal substances. American tax dollars are paying for them to live and eat in the prisons where little help is given in rehabilitation. If a fine or mandatory rehabilitation was the sentence for illegal substance use, then jails would not be overfilled with illegal substance users. Then, addicts would be able to get the help they need rather than being exposed to the harsh climate of prison and being influenced by other convocts.
