Eliminate legislative loop-holes allowing unbalanced budget for the government. Budget must be balanced or in surplus.

It is the responsibility of elected officials to propose, maintain, and adhere to a budget of national government spending that is equal to or less than the amount of income for the government in a given year. There must be no "loopholes" or exceptions to this in any way. The intent of the constitution of the united states is to elect officials to represent citizens' best interests. It is not in the best interest of the citizens to have a national government spending more than it can pay back.

We the people petition all elected officials to be required to propose, maintain, and adhere to a budget of national government spending that is equal to or less than the amount of income for the government. Penalty will be removal from office and removal of all pay and benefits.
