eliminate lifetime pay for congressmen/women and impose pay losses for unbalanced budgets.

Congress shouldn't earn lifetime pay for serving one term. Like the military Congress should have to earn its lifetime benefits. Congress should also not be paid unless they do their job (bettering America and representing the American people). Congress hasn't passed a budget in years and the deficit the government has created is going to bankrupt America. Every year congress should be required to pass a budget that is balanced or produces a budget surplus allowing America to pay off its debt. If congress is unable to do this, they should either forfeit their pay for that term or be ineligible for re-election.
