Eliminate the Malicious Use of a Telecommunication Device including hanging up, swearing, disagreements, etc

Have you ever hung up the phone on someone? Swore on the phone? Posted a mean tweet, or a critical comment on Facebook? Then because of the Malicious use of a telecommunication device law you could be fined up to $1,000 and serve 6 months in jail? If this law were strictly enforced then Ricky Gervais would have committed 100 counts at the recent Golden Globes & our own Vice President would be guilty of at least 1.
