Eliminate the Need for Secession by Giving the States Greater Sovereignty

Turn most of the responsibilities of the Federal Government over to the individual States, leaving it to focus on National Security and International Trade. This would allow the peoples of the various states to determine how they want to live without forcing other states to live their ways. For example, California wouldn't be able to shove higher taxes down Texans throats, but Texans wouldn't be able to cut their entitlements, either. Both states would determine their own tax codes and entitlements. This would necessarily require a massive Federal tax cut but also a large State tax increase because of the shift in responsibilities, and may also require the states to be allowed to take on debt. Federal law will remain supreme, but it will interfere less in people's day-to-day lives.
