Studies have shown that there are no persuasive reasons to still use Daylight Savings Time (DST). The pros/cons of using the system have been found to balance out each other.
Additionally, having some states observe DST and others ignore it just adds an unnecessary level of complication within the country to something as fundamental as time, when we already have 4 time zones.
Instead of trying to over-engineer the solution experimenting with different DST periods/ combinations, we ask the administration to take the bold step of agreeing that 'simple is sometimes best' - either eliminate the observance of DST throughout the country, or observe DST throughout the year instead of switching clocks to support whimsical reasoning.
