I believe most Americans are sick of the add-ons to bills that have no relation to the issue at hand. For example the fiscal cliff bill, the issue was income tax rates going up and changes in spending. Included in this fiscal cliff bill was a provision on Puerto Rican rum, tax credits for 2 and 3 wheeled electric vehicles, benefits for the film and television industy, something to do with motorsports, and help to asparagus farmers.
Unrelated matters should be eliminated from the main purpose of the bill.
