All legislation submitted to congress contains the phrase
"and for other purposes". This phrase enables addition of
non-related (pork legislation) to be added.
This single phrase has cost the U.S. trillions of wasted tax dollars. An example:Would be a bill originally submitted with a primary purpose to build a damn costing two billion dollars.
When it comes to the senate for consideration they put an additional half million dollars to research why pigs can't fly.
When it get's to the house they add two billion to pave a ten mile foot path in the painted desert. On and on it goes and taxpayers pay and pay!
To remove this phrase would save taxpayers billions of dollars a year.
