Let unemployed people with pre-existing health conditions and whose COBRA benefits have expired get relatively affordable health insurance coverage via the Federal High Risk pool.

People with serious pre-existing conditions who want to enroll in the federally subsidized High Risk pool do not qualify unless they have been uninsured for at least 6 months. Going without health insurance could be suicidal for many people with pre-existing conditions like Cancer.

Until that prerequisite is changed, these unemployed people whose COBRA has expired must pay exorbitant savings-depleting premiums or risk going without any coverage at all.
