Eliminate special health care coverage for all members of congress. Let them buy their own (or pay at least 50% of premiums as some private companies provide). Let them pay a large deductible to keep premiums low.
Modify congressional pension plan so they earn only a percentage of the total each time they get elected. Keep the current pension amounts but make eligibility more stringent. Members of the House would be vested for 10% per election and Senators would be vested for 25%. Representatives would need to serve 20 years (10 elections) and Senators would need to serve 24 years (4 elections) before they are eligible for full pension.
When Congress truly participates in the Free Market they will be in a better position to regulate that market.
