Eliminate the substance "Hemp" entirely from the Controlled Substance Act of 1970 and defer regulation to the States.

It is within your authority to end a long and campaign now being waged upon your people by their own federal government; a war founded upon deceit, greed, and fueled by racism. You now have the venerable and unique opportunity to seize the moment to set free a far greater number of Americans than did Lincoln. We the people are boldly asking you to issue a proclamation for 2013, a gift of freedom from a needless fear of federal persecution for the pettiest of crimes, the mere possession of the plant hemp. Sir, each State should regulate hemp as needed; whereas, this was never a federal concern
