Although a majority of American citizens living abroad owe no taxes to the US government, they are subject to stringent IRS filing requirements. This applies to any citizen who earns $9,000 or more, even if no income is earned in the US.

This policy of double taxation, which is unique to the United States, creates a "second class" citizen tier through additional requirements such as disclosures to which domestic citizens are not subject,

As a result, record numbers of US citizens are surrendering their passports, causing a mass exodus of skilled and talented Americans who will not return. The intent of this policy was to prevent tax evasion, but instead places an undue burden on regular citizens.

Please eliminate this burden, or at a minimum, raise the minimum threshold for filing.
