American are competing for jobs outside the US. But Americans have to pay the greater of the taxes paid in the country they are working and the US federal tax rate. This means Americans demand higher pay than their competition in countries where taxes are low.
Employers in Asia for instance can find plenty of qualifies Europeans to fill these job if American's cannot afford to pay more taxes. The US is the only industrialised nation in the world that taxes its citizens on earned income where ever they live. Therefore, Americans have to return back to the US and compete for jobs with already the high rate of unemployed.
