Eliminate the use of the Informal "59 Minute Rule" in Civilian Workforces.

We respectfully ask that all civilian workers on the Federal payroll work the full hours that they are paid for or take vacation/leave time as they would need to in the private sector.

To that end, we Petition the Obama Administration to eliminate use of the "59 Minute Rule." This rule permits supervisors to give paid time off to employees without counting against their leave or vacation time. The use of this policy - no such rule exists at the Office of Personnel Management - costs the taxpayers millions of dollars annually.

1 hour off once per week is 2.5 percent of the working hours and the equivalent, if applied over a year, to more than one week on additional paid vacation that the civilian workers are not entitled to.
