Eliminate the use it or lose it culture in federal agencies by rewarding underspending with future budgetary guarantees.

At the end of each fiscal year federal agencies are in a spending frenzy to use all its fiscal budget. If a government agency does not use all of its budget for a particular year, then congress questions if the agency needs the same level of funds for the next year. However, the needs of each agency can vary from year to year. In most cases the agency needs less one year and more the next.
There are no rewards for agencies that underspend, only punishments (reduced budget).
We petition the President to eliminate this culture by enacting a reward system for government agencies that underspend. This reward would be in guarantees that their budget will not be less the following year, and may include an increase depending on agency needs. Any unspent budget can be applied to the national dept.
