B. Sets the burden of proof on the VA. to disprove a disability requiring a 100% beyond a reason or doubt proven fact of no injuiry occurence'
C.sets an automatic 100% award if claim is not reslved and completed within 60 days of initial file date.
D.Allow any disabled veteran 70% or higher to use GI bill for direct home purchase equaling the amount of benefit remaining on post 9/11 gi bill.
