It's no secret companies and corporations deliberately understate their bids when submitting for government contracts knowing they can submit "cost overruns" to recoup any losses. Eliminate or, at least, greatly reduce the practice! If a bid is not accurate the corporation pays the difference not the government. One can only imagine what the savings would be.
