Eliminating Government funded projects that have no significant positive impact on America

Many tax payer dollars are being wasted on projects that have no major effect on America. By eliminating these unneeded projects, we could save mass amounts of money that could be put into disaster relief or any number of things.
If a government project has not been beneficial to America or provided useful information to the government, within an assigned amount of time during the beginning stages of the project, the project can be terminated.
This could potentially free up many hard earned, taxpayer dollars to government for better use.
