Emancipate the City of New York from the State of New York

The State of New York is home to over 19 million Americans. Roughly 8.3 million of which live in the City of New York, which makes NYC the largest city in the country. New York City is not known just as the financial and cultural capital of the United States, but the world. Like Washington DC on the basis of political influence, no one state should have this much dominance. The City of New York should secede from the State of New York to become the District of New York. The State and newly formed district would however retain its current Federal representation; 29 electoral votes, house members based on population of both and 2 Senators to represent both. This divide would require a restructure of taxes for the State and District.
