Not since the Emancipation Proclamation of 1863 has there been an opportunity for a President to set free a class of his own people from their discrimination, persecution, and bondage. It is within your authority to end a long campaign that has been relentlessly waged upon your own people by their federal government. You now have the same venerable and unique opportunity to seize the moment to set free a far greater number of Americans, than did Lincoln, by proclamation. We’re boldly asking you to issue a proclamation for 2013, a gift of freedom from the needless fear of federal persecution for the pettiest of crimes, the mere possession of the plant hemp. Sir, each State should regulate hemp as needed; whereas, this was never a federal concern.
