Emergency help assistance for my son

To whom it may concern,my son Luis Alberto Cano Jr was born at Presbyterian hospital in N.Y.. He grew up in Dominican republic he has applied for his passport many times and always been denied,stating he needs to proof his identity.we've tried many ways to get his birth medical record and have been told that they don't keep it at the hospital.At this moment he has a doble nationality but can't get any bank account or a hope that one day he can leave this country with his 2 kids. Please consider this matter he was born 5/15/89 and he has his birth certificate and his social security number. He is my fourth child of 7 all except my youngest born in the USA .
