Emplace a clause that would automatically extend expiration dates for 30 days if government bodies fail to act

For the past eight years we have seen various acts within senate and congress that are creating a mockery of our government with "11th hour deals", or most recently just failure. There needs to be an amendment, or law that if something is forced to expire it automatically gets renewed for 30 days, or until mission accomplishment. If something is forced to auto renew then nobody goes home until the job is done. If on the 30th day an agreement is not reached then the President should step in.
