In light of our failing infrastructure and dirty urban spaces, as well as America's sizable population of homeless people, it seems only fitting that we solve the nation's problems in addition to solving our fellow human's.
This would not be any sort of forced labor or taking advantage of people; it would be entirely optional. No, the housing provided, as well as the food, would have to be at least as good (hopefully better) as that found in shelters across the country.
It is my hope that through such a program, homeless people can gain real-world skills and eventually graduate from the use of government aid.
