Most of the companies which file employment based Green card in EB1, EB2 or EB3 category are posting fake advertisement on job sites. Even though an American or an existing Green card holder is eligible for that job they won't get hired. Such people will have to rely on government unemployment benefits and the new person gets green card by exploiting the system.
