Empower citizens to force congress to vote on proposed legislation.

In my opinion congress has become dysfunctional and the American experiment in democracy is in danger of failing. It seems to me in large part this is due to the ability of Senators and Congressmen, in pursuing their own self interests at the expense of what is best for our country, to prevent open debate and votes on proposed legislation. In an attempt to remedy this I propose that a mechanism be established to allow the American people to vote on unblocking legislative maneuvers by our elected representatives to prevent consideration of proposed legislation and force them to engage in time limited debate and voting on such legislation requiring only a majority vote for passage..
