Enable the American people below the age of 40 to opt out of Social Security and only contribute 2.2% instead of 6.2%. The 2.2% will be used to sustain those already on Social Security and need to continue to collect. Five years post implementation, if the percentage of people choosing to "opt-out" in the below 35 age group is higher than 60%, start to phase out Social Security and enable the American people to be responsible for their own retirement.
