Enable disabled veterans with less 20 years service to receive both retirement benefits and VA disability

Disabled veterans with less than 20 years service must surrender all or part of their retirement pay, which was earned through their service, in order to get VA disability with they are entitled to due to their disability with caused them to be released from the service. Both were earned through service but if less than 20 years service only one can be claimed.
