To help apartment renters lower their heat and a/c bills, we should enable property owners to apply for grants for the whole apartment house complex that primarily serves lower income renters. Right now it appears that real estate rental property owners are excluded from all energy benefits (they are not a "business" or other qualifying entity, according to SBA). Due to the economy many landlords are not able to borrow or otherwise obtain cost effective upgrades for low income rental housing. To close this gap and enable competitive bidding for cost effectiveness, the landlord should be able to submit RFPs (requests for bids) for the entire complex. To encourage such bidding it is essential that the grant money source be identified and able to fund the proposal. We need such a program now.
